TOWN BOARD MEETING REPORT

November 9, 2009

 

 

Presentation:
Red Hook Central School District gave a brief presentation regarding the High School Capital Improvement Project.  The vote for this project is on November 24.  (MI Note:  More information can be found on our Home Page.)

Public Comment:
Jerry Gold spoke about the benefits of bonding in conjunction with pay-as-you-go when planning for highway capital improvement projects.  Mr. Gold asked the Board to think about the benefit of a mortgage when buying a home as a good comparison when considering bonding for highway improvements

Bill May asked the Supervisor why the Term Extension for the Highway Superintendent (from 2 years to 4 years) had not been included on the November 3 General Election ballot.  (MI Note:  The Term Extension Law took more than a year to complete and incurred substantial attorney fees.)  The Supervisor stated: “There was a mess-up in the Clerk’s Office as far as getting that notice down to the Board of Elections for inclusion on the ballot.”  Supervisor Barrett said he would have more information for the December meeting. (MI Note:  We have been informed this is not the first time the Town Clerk has not fulfilled her responsibilities.)

TOWN BOARD MEETING REPORT

October 2009

 

7:15pm:  A Public Hearing was held on a one year extension of the Transfer Station Agreement between the Town and Welsh Sanitation Service.  Two comments were made, both positive.

 

Acceptance of Minutes:  The minutes of the Regular Meeting of 9/14/09, Special Meeting and Public Hearing of 9/28/09, and Special Meeting of 10/5/09 were accepted by the Board. 

 

Correspondence:  The audience was informed that Ursula Plock, Senior Justice Court Clerk for the Town, was awarded New York State Court Clerk of the Year award by the Court Clerks Association.  Congratulations to Ursula form Milan Insider!  (See photo on our home page.)

 

Supervisor Barrett gave an update on the Durst Tax Cert case against the Town.  According to Barrett:  the Town must refund $26,000 to Durst because of an over-assessment on the Durst property; an additional $151,000 is owed to Durst by the Pine Plains School District taxpayers due to this over-assessment; going forward, Durst’s tax assessment will be reduced by $2.75 million, a reduction that will have an impact on the Town of Milan taxpayers.

TOWN BOARD MEETING REPORT
August 2009

Roberta Egan, Deputy Supervisor opened the monthly town board meeting at 7:30. In addition to Egan, in attendance were Councilpersons David Byrne and Diane May. Supervisor Barrett and Councilperson Williams were absent.

Public Comment:
Former Town Supervisor, Van Talmage, stated he had sent a letter to Supervisor Barrett and the board members regarding Mr. Barrett’s lack of understanding of the Bond Interest Reserve Fund (BIRF) created in 2003 by former Supervisor Jim Jeffreys. (Note: For a full explanation of BIRF, please see Mr. Talmage’s video and letter.) Mr. Talmage made a particular point of asking the supervisor to please stop blaming him for the current financial problems in Milan.

Next speaker was Jack Campisi, another former Town Supervisor. Dr. Campisi addressed the issue of retirees’ medical contributions being reported in the monthly financial statements as income. These contributions are not income, stated Dr. Campisi.

Financial Report:

The July Financial Report was rejected by the board. (Note: The board has not accepted any financial reports since November 2008.) Board members Bobbi Egan and Diane May noted a variety of mistakes in the report. Many of the mistakes in the July report are the same mistakes identified in prior months’ reports – to date no corrections have been made. Of particular concern are mistakes in the rate of pay for two employees. These mistakes were pointed out at the beginning of the year, a resolution was passed requesting the supervisor to contact the payroll service and correct the errors, but to date these payroll corrections have not been made.
